官吏侵吞公款、壓榨人民而獲巨利。語出《韓非子．外儲說右下》：「『君之國中飽。』……『府庫空虛於上，百姓貧餓於下，然而姦吏富矣。』」後泛指經手公款，以不正當的手段，從中牟利者。《明史．卷一七六．李賢傳》：「盧中飽而不貨，坐視民死，是因噎廢食也。」
