危害国家，残害百姓。《明史．卷二一○．王宗茂传》：「与其开卖官鬻爵之令以助边，盍去此蠹国害民之贼，籍其家以纾患也。」《京本通俗小说．拗相公》：「阴司以儿父久居高位，不思行善，专一任性执拗，行青苗等新法，蠹国害民，怨气腾天。」也作「蠹国殃民」。
