危害國家，殘害百姓。《明史．卷二一○．王宗茂傳》：「與其開賣官鬻爵之令以助邊，盍去此蠹國害民之賊，籍其家以紓患也。」《京本通俗小說．拗相公》：「陰司以兒父久居高位，不思行善，專一任性執拗，行青苗等新法，蠹國害民，怨氣騰天。」也作「蠹國殃民」。
